Tunesien wird am 19.11.2012 den Status eines „privilegierten Partners“ der Europäischen Union erlangen, laut einem Vertreter der tunesische Regierung gegenüber der Nachrichtenagentur TAP. Diesen bevorzugten Status hätte Tunesien bereits vor ungefähr einem Jahr erlangt, wenn Ben Ali an der Macht geblieben wäre.

Das marokkanische Internetportal Yabiladi berichtet, dass der EU-Botschafter in Marokko, Eneko Landaburu, sich besorgt zeigt wegen der zunehmenden Misshandlung von Flüchtlingen im Lande. Bei Razzien rund um Melilla und Ceuta sowie in den marokkanischen Großstädten werden Flüchtlinge von der Polizei zusammengeschlagen und zum Teil schwer verletzt. Yabiladi merkt an, dass die wachsende Flüchtlingsjagdt in Marokko auf den EU-Druck und die EU-Abschottungspolitik zurückzuführen ist, und nennt die EU-Sprache „doppelzüngig“.

We, the undersigned, were sad to learn that on September 7th, 2012 dozens of refugees lost their lives in the waters that separate North Africa from the Island of Lampedusa (Italy). It is the umpteenth tragedy involving desperate people fleeing from persecution and poverty among the indifference of the rest of the world. Over the past 20 years more than 20,000 refugees from African nations have perished in the short 127- km stretch of sea that separates desperate human beings from the hope of a safe refuge. For years the undersigned have been calling on the Italian government and international institutions to start a programme for the monitoring and rescue of refugees at sea, a programme that can be extended at the same time to Cyprus, Greece, Malta and Spain.
As a result of this request, we have suffered intimidation and censorship by the media. However, we are making another heartfelt appeal to the authorities this petition is addressed to: the civilized world cannot sit back and accept this slaughter that is destroying (along with so many lives) the right to life, the security and well-being that belongs to children, women, persecuted people, to all human beings, without distinction. Making the refugees’ crossing safer is a feat of civilization which the European Union, the United Nations and civil society cannot shirk from.

Until now, the dangers of the „journey of hope“ have been used by governments to scare people who under take this solution in an attempt to flee from a tragic existence. It is unfair, a true crime against humanity, and it is time to put a stop to it. To prevent these tragedies taking place at sea, the institutions have to make boats available, as well as aircraft and helicopters, patrols, maritime surveillance and a 24-hour rescue service, equipped with thermal cameras, radar and advanced technology. The rescue service would require fast helicopters, capable of rescuing and transporting large numbers of refugees, and monitoring systems on the ground to constantly keep an eye on the areas of the sea most affected by migration. It is important that advanced facilities are put in place to support refugees, including the establishment of offshore platforms that can be used by damaged boats and vessels that have gone adrift. Human life is the most precious thing that civilization is called on to protect, and the current situation, with the present inadequate sea rescue organization, is a source of guilt and shame for the international institutions, governments, civil society and all those who are able to improve the safety of refugees but do nothing about it. That is why we are renewing this appeal in the hope of stirring people’s conscience. We wish to work together for a new era that would raise our civilization to a higher level in which all persecuted and poor people – and all the human beings who risk their lives in search of protection – are considered brothers and sisters, and every life lost during these tragic crossings represents a loss for us all.

L’UE appuie à hauteur de 8 millions d’euros la stratégie de migration de la Mauritanie

L’Union européenne va apporter un appui financier „sans contrepartie“ de 8 millions d‘ euros à la Mauritanie en appui à son projet de stratégie de migration, a appris Xinhua de source officielle.

Au terme d’une convention signée mercredi à Nouakchott, ce projet vise, entre autres objectifs, à „offrir une meilleure connaissance statistique des personnes entrant et sortant du territoire mauritanien, à lutter contre le trafic humain, assurer la protection des plus faibles et le respect des règles internationales des droits à l’asile“.

La convention a été signée entre le ministre mauritanien des Affaires économiques Sidi OuldTah et Hans-Georg Gertenlauer, chef de délégation de l’Union européenne en Mauritanie.

Au cours de la cérémonie de signature de cette convention, le représentant de l’UE a souligné que la position de „pivot entre l‘ Afrique et le Maghreb de la Mauritanie pose à ce pays le défi de maintenir sa tradition de pays d’accueil tout en assurant la nécessaire stabilité et protection de son territoire et ses habitants“.

„L’Etat mauritanien a mis en oeuvre (en 2011) des efforts importants afin de doter le pays de la première stratégie migratoire de son histoire, qui fait figure de référence dans la sous-région“, a-t-il rappelé.

„La gestion des frontières et la protection du territoire sont intrinsèquement liées aux actions de lutte contre le terrorisme, ce qui est pertinent dans le contexte sécuritaire régional actuel“, a conclu le diplomate européen.

Pour sa part, le ministre mauritanien a déclaré que son pays “ est confronté à une pression migratoire qui met en difficulté les mécanismes traditionnels de régulation des flux migratoires mis en place depuis l’indépendance“.  En 2011, la Mauritanie s’est dotée d’une stratégie nationale de gestion de la migration et des frontières. Au-delà de l’aspect sécuritaire, cette stratégie prévoit une meilleure compréhension de la migration et sa contribution au développement du pays.

Plus de 60 postes de contrôle frontaliers ont été mis en place avec l’assistance technique et financière de l’Union européenne.

Le rôle joué par la Mauritanie dans la réduction du flux migratoire vers le vieux continent a été salué par les pays européens, notamment par l’Espagne.

EU Commission wants drones flying in European skies by 2016

It is „imperative for the EU to take action now“ to ensure that drones can fly in civil airspace alongside manned aircraft by 2016, according to a working paper recently released by the European Commission. [1] A raft of measures are suggested that will allow state authorities and private enterprises to fly drones with ease, in order to ensure that European industry gets a slice of the profits from the emerging global market for unmanned aircraft, and to secure „important benefits to European citizens and the European economy as a whole.“ But despite brief mention of the ethical and political concerns raised by widespread domestic drone usage, the document largely treats the issue as a technical exercise.
