I have never felt a greater need to speak out. I have never felt a greater need to try to explain why this new Italian government cannot be allowed to survive. Even before it has got down to real work, it has already done so much irreparable damage. The drama of the migrant rescue ship, Aquarius, which last week was denied permission to dock at Italian ports, drew everybody in – it seems there are those who, indifferent to the fate of 630 human beings at sea, think it was right to teach Europe a lesson on the migrant issue. Yet, of course, others think it preposterous to use 630 lives as bargaining chips. The trouble is that we have all lost sight of the bigger picture.

Confesso che su una cosa sono d’accordo con Salvini: la rotta libica va chiusa. Basta tragedie in mare, basta dare soldi alle mafie libiche del contrabbando. Sogno anch’io un Mediterraneo a sbarchi zero. Il problema però è capire come ci si arriva. E su questo, avendo alle spalle dieci anni di inchieste sul tema, mi permetto di dare un consiglio al ministro perché mi pare che stia ripetendo gli stessi errori dei suoi predecessori.

Blocco navale, respingimenti in mare, centri di detenzione in Libia. La ricetta è la stessa da almeno quindici anni. Pisanu, Amato, Maroni, Cancellieri, Alfano, Minniti. Ci hanno provato tutti. E ogni volta è stato un fallimento: miliardi di euro persi e migliaia di morti in mare.

Questa volta non sarà diverso. Per il semplice fatto che alla base di tutto ci sono due leggi di mercato che invece continuano ad essere ignorate. La prima è che la domanda genera l’offerta. La seconda è che il proibizionismo sostiene le mafie.

When Italy’s hard-line new interior minister, Matteo Salvini, declared Italy’s ports closed to migrant rescue boats – effectively stranding 629 people at sea – the city of Palermo rebelled. Mayor Leoluca Orlando said he was ready to accept the MS Aquarius at the Sicilian capital’s port, but without the help of the Italian coast guard it was impossible for him to do so.

The conflict between the mayors of southern Italian cities and the national government, as well as recent disputes in Paris between Mayor Anne Hidalgo and President Emmanuel Macron over who is responsible for that city’s ever-shifting migrant camps, are only the latest manifestation of long-building tensions between European cities and nation-states over what to do about refugee populations.

Child refugees are being abused, detained and illegally sent back to Italy by French border guards, according to a new report from Oxfam.

Some children as young as 12 were being held overnight in cells without food, water or blankets, or access to an official guardian, the report states.

These conditions are contrary to French and European Union (EU) law.

French police routinely stop unaccompanied children and put them on trains back to Italy after altering their paperwork, either to make them appear older or to make it look as though they want to be sent back, the report states.

The Niger-Mali Border: Subordinating Miliary Action to a Political Strategy

The Nigerien government and its allies’ use of military force and non-state armed proxies to curtail jihadist groups along the Niger-Mali border is stoking intercommunal conflict. Niger should instead adopt a political approach which includes reconciliation, dialogue and, in some cases, pardons for militants.

Executive Summary

What’s new? A new insurgency is developing along the Niger-Mali border. Jihadist groups, including a local Islamic State branch, have established a foothold in the region, exploiting recent instability in neighbouring Mali and insecurity that has plagued border areas for decades.

Why does it matter? Efforts to curtail jihadists’ expansion have involved mostly military operations, but their results thus far have been unconvincing. Western powers’ overwhelming focus on counter-terrorism has neglected other factors of instability, and their backing of non-state armed proxies has stoked intercommunal conflict and arguably played into militants’ hands.

What should be done? The Nigerien government should adopt a more political approach including reconciliation among communities, dialogue, even with militants, and pardons for insurgents who have committed no serious crimes. Western partners should subordinate their military operations to such an approach, which would be more in tune to local needs. Weiterlesen »

In October 2013, a ship carrying migrants sank off the Italian island of Lampedusa. Some 300 people drowned.

It was not the first time that migrants had drowned in the Mediterranean. In fact, at that time it was estimated that in the previous 25 years at least 20,000 people had died trying to reach the shores of Europe. The real figure was most likely much higher. But that sinking in October 2013 was the first time that such a tragedy had truly impressed itself upon the conscience of Europe.

Wird die neue italienische Regierung die extralegale Arbeit der italienischen Geheimdienste und des Militärs an der libyschen Küste beerben und die Kontrolle über die italienisch-libyschen Push-Back-Dispositive gewinnen? Auch mehrere Tage nach der italienischen Regierungsbildung halten die regierungsinternen Kämpfe um die Kontrolle des Geheimdienstes an, wie die Huffington Post meldet. Die Geheimdienste unterstehen nur temporär dem Regierungschef Conte. Würde ihre Kontrolle auch dem Innenminister Salvini (Lega) zugeschlagen werden, entstünde ein Ungleichgewicht in der Machtverteilung zwischen Lega und Cinque Stelle. Die italienischen Geheimdienste und Militärs haben im vergangenen Jahr Teile der libyschen Küstenmilizen in eine sogenannte Küstenwache verwandelt, die faktisch dem italienischen Kommando untersteht. Innenminister Salvini hat dementsprechend als erstes die Arbeit seines Vorgängers Minniti (Partito Democratico) gelobt, der die berüchtigten Geheimdienst- und Rollback-Operationen an der westlibyschen Küste eingefädelt und gesteuert hat. Aber Minniti hat sich bislang, wie die Huffington Post schreibt, nicht bei Salvini zurückgemeldet, so dass eine reibungslose Übergabe der migrationsfeindlichen Innenministeriumsabteilungen nicht gesichert ist.

Myth 1: The crisis is over

The refugee crisis that dominated the news in 2015 and 2016 consisted primarily of a sharp rise in the number of people coming to Europe to claim asylum. Arrivals have now dropped, and governments have cracked down on the movement of undocumented migrants within the EU; many thousands are stuck in reception centres or camps in southern Europe, while others try to make new lives in the places they have settled.

But to see the crisis as an event that began in 2015 and ended the following year is a mistake, because it obscures the fact that the underlying causes have not changed. To see it in those terms only gives the impression of a hitherto unsullied Europe, visited by hordes of foreigners it has little to do with. This is misleading. The disaster of recent years has as much to do with immigration policies drawn up in European capitals as it does with events outside the continent, and the crisis also consists of overreaction and panic, fuelled by a series of misconceptions about who the migrants are, why they come, and what it means for Europe.

Seehofer startet durch, und Salvini weist nicht nur die Rettungsschiffe der NGOs ab, sondern will jetzt auch die Roma im Land zählen lassen. Europa gerät in Turbulenzen, wie man sie sich noch vor kurzem kaum hat vorstellen können. Die polnische Entwicklungen und noch Orbáns zweiter Sieg schienen weit in der Peripherie statt zu finden.

Gegenüber dem beharrlichen Angriff rechtspopulistischer Medien und einer mit bestürzender Geschwindigkeit sich formierenden Rechten scheint die deutsche Willkommenskultur sich aufzulösen. Inzwischen treibt nicht mehr „das Volk“ die politische Klasse vor sich her, sondern eine energische und intelligente Maschinerie transformiert die Gesellschaft. Die mehrheitliche Ablehnung von Abschiebungen ist in den Umfragen deutlich ins Gegenteil gekippt. Wer hätte sich träumen lassen, dass die Zivilgesellschaften auch in Westeuropa so wenig resistent sind?

Wächst das Rettende auch? Ein Blick auf die pro-europäische Fraktion der politischen Klasse lässt nicht viel Gutes erwarten. Allerdings gibt es Minderheiten, die uns unterstützen werden, quer zu den traditionellen Fraktionen, wenn wir den Versuch wagen, Elemente eines global orientierten Humanismus zu formulieren, in dem die Grundrechte *aller* Menschen im Mittelpunkt stehen. Es gibt überall in Europa ein stabiles Drittel sozial, demokratisch und irgendwie links orientierter Menschen, von denen freilich manche sich in die Innerlichkeit zurückziehen werden. Sie sind auf nationalem oder europäischem Niveau nicht mehrheitsfähig, allen linken Sammlungsbewegungen zum Trotz. Aber sie sind mehrheitsfähig in vielen, vielleicht den meisten, Städten Europas.

Das Rettende wächst in den Städten. Wir werden auch in Europa einen Dualismus erleben zwischen den nationalen Politiken und den Städten, wie in den USA oder Kanada. Die Freiheit wird in den Städten verteidigt.

Ein Europa von Oben wird es nicht geben. Schaffen wir also ein Europa von Unten, das mit sicheren Häfen, sicheren Korridoren der Migration und sicheren Orten in den Städten beginnt, und in dem sich städtische Milieus und solidarische Orte zu Keimzellen eines anderen Europa entwickeln.
