This article explores the debates that unfolded within Médecins Sans Frontières (MSF) around the decision to launch search and rescue operations in the Mediterranean in 2015. It examines how, beyond the unifying imperative to help, there remained very different political interpretations within the organisation about the proper role of humanitarian actors in tackling this visible and tragic situation. The points of contention included categorisation, feasibility, medical impact, and politics, raising the following central questions: should categories matter, and is it relevant whether a needy person is classed as a camp-dwelling refugee or an irregular migrant at sea? Are the needs in the Mediterranean more serious than those in disasters else- where? Would search and rescue operations end up placing publicity and politics over impartiality and neutrality? Looking at how MSF resolved these and other issues can help illustrate the challenges aid agencies face in a world where deaths from large-scale migration are becoming a more common feature of the humanitarian landscape. In October 2014, on the anniversary of a large migrant shipwreck in the Mediterranean Sea, activists in Europe and Africa commemorated the victims and protested their deaths by launching the WatchTheMed Alarm Phone. The Alarm Phone functions as a ‘hotline’ for travellers who find themselves in emergency situations when crossing maritime borders towards EUrope. Its shift-teams offer information, advice and the possibility of raising public alarm, also in order to pressurise (state) rescue services to act. Based on my own engagement in the project, I portray an activist network that acted on the desire to intervene more directly in a deadly space that is often considered a ‘maritime void’ or as ‘reserved’ for state and EU (border) authorities. I argue that the Alarm Phone’s transformative political potentiality arises precisely from its capacity to connect its constitutive engagement in (under the surface) mobile commons that facilitate ‘unauthorised’ human movement with public campaigns that call for and (thereby) perform international citizenship. In the early morning of July 27, refugee families and supporters who were sleeping at Thessaloniki’s three occupied refugee shelters — Nikis, Orfanotrofeio and Hurriya — were woken up by police in riot gear. In a well-orchestrated police operation, hundreds of people were detained. Most occupants with refugee status were released, while some were transported to military-run refugee reception centers. The rest of the occupants, 74 people of more than a dozen different nationalities, were taken into police custody.

The EU’s piecemeal solutions are coming apart. Only a surge of financial and political creativity can avoid a catastrophe.

The refugee crisis was already leading to the slow disintegration of the European Union. Then, on June 23, it contributed to an even greater calamity — Brexit. Both of these crises have reinforced xenophobic, nationalist movements across the continent. They will try to win a series of key votes in the coming year — including national elections in France, the Netherlands, and Germany in 2017, a referendum in Hungary on EU refugee policy on Oct. 2, a rerun of the Austrian presidential election on the same day, and a constitutional referendum in Italy in October or November of this year.

Rather than uniting to resist this threat, EU member states have become increasingly unwilling to cooperate with one another. They pursue self-serving, discordant migration policies, often to the detriment of their neighbors. In these circumstances, a comprehensive and coherent European asylum policy is not possible in the short term, despite the efforts of the EU’s governing body, the European Commission. The trust needed for cooperation is lacking. It will have to be rebuilt through a long and laborious process.

Boote, Schlepper, Flüchtlinge, Migration, Grenzsicherung, Krise, Aufnahmezentren, Mauern, Rettungsaktionen. Das sind die Wörter, die wir am häufigsten verwenden, wenn wir von der Bewegung der Körper im Raum sprechen. Aber warum verwenden wir in diesem Kontext eigentlich nie das Wort Reise? Sind die Afghanen, Syrer und Somalier etwa keine Reisenden? Seit einer ganzen Weile denke ich, dass wir beim Thema Migration genauer hinschauen und unsere Aufmerksamkeit auf die Ungleichheit des Reisens richten sollten.

Clandestino, extracomunitario, migrante, profugo, richiedente asilo, rifugiato, sfollato….. In questi anni abbiamo assistito al fiorire di tanti termini diversi, più o meno politically correct. Tanti termini per indicare un solo fenomeno: milioni di persone che dolorosamente decidono di lasciare il proprio paese per cercare dignità e speranza di vita altrove.

Oggi, in occasione della Giornata mondiale del rifugiato, voluta dall’Onu nel 2001 per celebrare il primo cinquantennio della Convenzione di Ginevra, dobbiamo porci la domanda: siamo sicuri che il riconoscimento dello status di rifugiato è oggi sufficiente per rispondere ai bisogni dei nuovi movimenti migratori? è possibile oggi fare netti distinguo tra chi fugge da persecuzioni e guerre, o da fame e povertà, o da catastrofi naturali e climatiche?

Non sono domande retoriche, perché la risposta non è scontata. Solo pochi mesi fa la Merkel ha affermato perentoriamente che solo i profughi da guerre possono essere accolti in Europa. Ma i profughi per ragioni economiche e ambientali sono la grande maggioranza.

FlüchtlingsforscherInnen, MigrationswissenschaftlerInnen und JournalistInnen haben es in den vergangenen Jahren nicht fertiggebracht, die Zahlen dokumentierter Todesfälle von Flüchtlingen und MigrantInnen im Mittelmeer seit Beginn der Festung Europa um 1990 zusammenzuzählen. Bereits um das Jahr 2000 bezifferten spanische WissenschaftlerInnen die Toten in der Meerenge von Gibraltar und vor den Kanarischen Inseln auf 20.000 Menschen. Seit 2010 existieren verschiedene Dokumentationen zum Zentralen Mittelmeer mit annähernd 20.000 aufgeführten Toten. Kürzlich bezifferte der UNHCR die Toten des Mittelmeers in den vergangenen 2 Jahren auf über 10.000. Nun legt die IOM eine Studie vor, in der sie die Zahl der umgekommenen Flüchtlinge und MigrantInnen in den letzten 20 Jahren auf 60.000 Menschen ansetzt, die mehrheitlich im Mittelmeer ertrunken sind. Die IOM ist selbst massgeblich an der Abschottung Europas und der hochindustrialisierten reichen Staaten weltweit beteiligt.

Hunderte, wahrscheinlich sogar über 1000 Menschen starben vor zwei Wochen im Mittelmeer. Wieder eine jener Flüchtlingskatastrophen, an die sich die westliche Öffentlichkeit schon so sehr gewöhnt hat, dass nur noch wenige laut protestieren. Die Organisation „International Organization for Migration“ (IOM) ist eine jener wenigen. Nicht erst seit vergangener Woche. Eine ihrer Sprecher war es, der als erster das ganze Ausmaß der Katastrophe deutlich machte. Seit Beginn des Jahres sind vermutlich fast 3000 Flüchtlinge im Mittelmeer ertrunken und fast 220.000 Flüchtlinge in Europa angekommen, mehr als 50.000 in Italien. Über das vergangene Wochendende wurden von der italienischen Küstenwache mehr als 1300 Flüchtlinge gerettet.

Investigation into impact of refugees in Europe finds rising public debt will be offset by a much greater rise in GDP

Refugees who arrived in Europe last year could repay spending on them almost twice over within just five years, according to one of the first in-depth investigations into the impact incomers have on host communities.

Refugees will create more jobs, increase demand for services and products, and fill gaps in European workforces – while their wages will help fund dwindling pensions pots and public finances, says Philippe Legrain, a former economic adviser to the president of the European commission.
