More Tunisians have taken boats to Europe in the past few months than in all of 2015 and 2016. Researchers Matt Herbert and Max Gallien look at the reasons behind the surge.

Max Gallien, Matt Herbert

Normally, the beaches of southern Tunisia are quiet in November. It is the start of the lean months, when few tourists arrive and the jobs that depend on them vanish. This year is different. Tunisia’s beaches have a new customer: Tunisians trying to go to Europe.

Between October 1 and November 8, more Tunisians took to the seas than in 2015 and 2016 combined, with Italy and Tunisia detaining 4,709. In total, more than 8,700 Tunisian migrants have been caught by Italy and Tunisia in 2017. There are suspicions this represents only a fraction of those who have left.

By Luca Lixi

As maritime arrivals to Europe rose sharply in 2015 and 2016, European policymakers renewed their focus on building partnerships with origin and transit countries in North Africa in an effort to bring Mediterranean crossings under control. Though hardly new—some such partnerships stretch back decades—these efforts have taken on new urgency amid heightened migration to Europe by asylum seekers and migrants.

This report examines two prominent examples of bilateral cooperation on migration management in the region: the partnerships that have emerged between Spain and Morocco, and between Italy and Tunisia. Both have their roots in the early 1990s and experienced underwhelming results early on, with the two European countries focused narrowly on closing their borders and stepping up the return of unauthorized migrants—priorities that clashed with those of their North African partners, for whom remittances are an important source of income and a positive relationship with their diasporas paramount.

These partnerships have since diverged. Morocco and Spain have expanded their cooperation to include a range of capacity-building, joint border patrols, and legal migration programs, while Italy continues to pursue short-term, transactional deals that rely on the promise of aid and investment to incentivize Tunisian cooperation.

As policymakers (re)negotiate agreements to jointly manage routes to Europe, these case studies shed important light on what can be achieved when countries cooperate on the basis of shared objectives, as well as some of the limitations of a relationship built solely around short-term, enforcement priorities.

La Marina libica «invia» i migranti in Italia. Altri morti in mare

Two weeks ago, minister of the Interior Lotfi Brahem received Italian ambassador to Tunisia Raimondo De Cardona to strengthen cooperation on fighting crime and tackling illegal immigration. On the same day, October 18, 25 years old, Ahmed, from Redeyef reached Lampedusa illegally, on a boat carrying Tunisian youth mainly from the same small mining town in the mid-western governorate of Gafsa.

« We have been struggling throughout our lives in Tunisia. The authorities there neither gave us jobs nor respect; we only get humiliation », Ahmed confided on the condition that we would not give his real name. Ahmed is now in Lampedusa. He and many others have been on a hunger strike since Saturday. « We started the hunger strike on Saturday…my friend started on Friday… we have been on water and sugar…if there is no solution we will not take water and sugar…and we will sleep outside the center » .

A crackdown appears to be pushing the problem across the border in north Africa, with dozens of bodies now washing ashore

“The dead are someone’s husband, someone’s child, wife, sister or brother. Would you bury your loved ones in this manner?”

The short Tunisian man gestures towards makeshift graves containing the bodies of dozens of drowned migrants. This may have become a common enough sight across the border in Libya in recent years. Now a crackdown on people trafficking in that country appears to be pushing the problem into Tunisia.

“They are not at fault for being buried here. We are at fault. You are at fault. The world is at fault.”

After the increasing number of migrants reaching Italy from Tunisia during the last 2 months, the Tunisian and Italian governments had „a deal“ and they accelerated the process of deportation, they deported 120 during the last week and they intend to deport more during the next weeks.

The Tunisians in Lampedusa are kept in inhuman and difficult conditions in detention centers and the italian authorities preparing to deport them.

Since two days most of them are in a hunger strike and their health condition is getting worse every hour. They wrote different statements refusing the deportation and asking for their right to stay and for the freedom of movement. Their Families in Tunisia are protesting and asking for the same things.

Nawaat | 19.10.2017
