There is heightened police presence in the area of the Maria Luisa boulevard and Lavov most (Lions‘ bridge) in the centre of the Bulgarian capital, which is a popular gathering place for migrants.

Doch das Urteil, das er jetzt vor dem rheinland-pfälzischen Oberverwaltungsgericht (OVG) in Koblenz erstritten hat, treibt ihm die Tränen in die Augen. „Ich habe im Gerichtssaal gesessen und geheult“, sagt der Rechtsanwalt aus Göttingen. „Das ist mir noch nie passiert.“ Es ist die Freude über einen Richterspruch, den man mindestens überraschend nennen darf.

Human rights abuses in Egypt under President Abdel Fattah el-Sisi have reached new highs, yet the Western governments that trade with and arm Egypt have continued to pursue business as usual with the argument that regional security and economic interests trump all. Now, a stalled investigation into the abduction and murder of an Italian student has forced at least one of these countries, Italy, to reconsider its relationship. It is time for other Western democracies to reconsider theirs.

The brunt of Mr. Sisi’s crackdown has, of course, fallen on Egyptians, thousands of whom have been arrested, and many tortured and killed. Among the victims was Giulio Regeni, an Italian doctoral student at Cambridge University, whose badly battered body bearing all the hallmarks of the methods used by Egypt’s security forces was found on a roadside on Feb. 3, nine days after he mysteriously disappeared off a Cairo street.

A poco più di due mesi dal ritrovamento del corpo martoriato di Giulio Regeni c’è una svolta nel governo egiziano, come se negli ultimi giorni fosse maturata al Cairo la volontà di collaborare seriamente con l’Italia alla ricerca della verità o di una parte di essa. La delegazione di inquirenti attesa oggi a Roma dovrebbe portare non solo l’annunciato faldone di duemila pagine sul ricercatore friulano ma almeno un nome, l’indicazione di una responsabilità che stavolta non condurrebbe a improbabili gang criminali o strampalati fuori pista bensì ad apparati del regime stesso. Una fonte al Cairo suggerisce che il nome da «sacrificare» potrebbe essere quello del generale Khaled Shalaby, l’alto ufficiale della sicurezza nazionale incaricato del caso Regeni già condannato nel 2003 da un tribunale di Alessandria per aver torturato a morte un uomo e falsificato i rapporti della polizia ma reintegrato dopo la sospensione della sentenza.

[…] Mr. Regeni* was a foreigner whose government seems determined to pursue the truth, a luxury afforded to very few Egyptians like Massouny. Young Egyptians, especially, have been among the most vulnerable to enforced disappearances since Mr. Sisi led an ouster of the Muslim Brotherhood government of President Mohamed Morsi in 2013. The Egyptian Coordination for Rights and Freedoms claims to have recorded 1,840 such cases in 2015.

The Interior Ministry’s evasions and lack of transparency are especially galling at a time when the authorities, ever keen to police public morality, are cracking down on those who report “false news.” Last month, a court sentenced a blogger named Taymour el-Sobki to three years in jail with hard labor on such a charge, after he’d said on a TV show that many Egyptian women were ready to cheat on their husbands.

The Syrian asylum seeker was on the receiving end of a serious beating and the Damascus native now finds himself confined to a hospital ward in northern Greece.

The damage is indisputable. He has a brace clasped round his neck after suffering a suspected fracture – and when I helped him pull up his jumper, his back was marked with bright purple bruises.

Greek police started removing migrants from Greece’s border with Former Yugoslav Republic of Macedonia (FYROM) on Tuesday after additional passage restrictions imposed by FYROM authorities left hundreds of them stranded, sources said.

The migrants had squatted on rail lines in the Idomeni area on Monday after attempting to push through the border to FYROM, angry at delays and additional restrictions in crossing.

Police in a village on the coast of Belgium have been assigning serial numbers to refugees while street cleaners have been confiscating their belongings, a support group for refugees has claimed.

Hundreds of refugees have been forced to abandon the camps at Calais and Dunkirk – instead heading for the small port town of Zeebrugge in Belgium, where security has not yet been reinforced. The sleepy port runs services to Hull on England’s east coast, and many are hoping to use it as an alternative route from which to cross into the UK.

In the six weeks since the beginning of January, Belgian authorities have intercepted around 890 migrants without residency papers. Around 450 were en-route to Zeebrugge with the intention of reaching the UK.

Numbered with indelible ink

Amitiés Sans Frontières, a support group for refugees locally described as ‚left-wing‘, claimed refugees in Zeebrugge have told them how police had arrested many of them, before marking them with a number in indelible ink. As the police arrested them, they claimed, sanitary workers threw their sleeping bags and other belongings into trucks.

Loïc Fraiture, of Amitiés Sans Frontières, explained: „A group of Iranians told us police would regularly come and arrest them. It was not the first time (…) And so, there, when they are arrested, the police marks them with a number with a permanent marker on their hands, like animals.“

The Mayor of nearby Bruges, Renaat Landuyt, said he was not aware of the practice, but the police explained why it was marking the refugees with numbers. „The number is used to differentiate them,“ police officer Philippe Tankrey told local media. „When they are arrested, they end up in a collective cell. Some look alike and communication is usually difficult. Because they have no papers, we have decided to use this method in order to facilitate their registration.“

Landuyt added: „The message is: Belgium is not France“.

In Bruges, meanwhile, it was reported police had started attaching a bracelet – similar to ones used in hospitals – to identify refugees after many criticised the inked numbers. The authorities have also been cracking down on refugees by detaining those without papers and placing a ban on setting up tents in the area.

Harassment of refugees

Alexis Deswaef, President of the League of Human Rights, meanwhile claimed the authorities were doing everything to prevent the refugees from congregating on the Belgian coast.

„The League of Human Rights had made an appeal 15 years ago before the European Court of Human Rights for a similar case where Roma Gypsies were arrested – notably in Gand – where police has indicated a number on the forearm and hands of these people.“

„At the time, the European Court of Human Rights pointed to the clumsiness of the police,“ he explained, adding: „It’s almost a harassment of the refugees to ensure they leave because the authorities are fearful about them congregating in Zeebrugge and create a situation comparable to what’s happening in Dunkirk or Calais.“
